- Conduct appeals arising from decisions made by Districts and Leagues on risk and safety matters
- Conduct appeals arising from decisions made by the Minor Council Discipline Committee on HEO Code of Discipline matters (on-ice)
- Maintain an inventory of appeal decisions for the purpose of analyzing trends and contributing to the improvement of discipline policies and procedures
- Provide advice to the Board and the Standards Committee on improving disciplinary policy and processes, including dispute resolution processes
- Address media inquiries into the handling of Branch disciplinary matters, as appropriate
- Support the Executive Director in developing the Branch position on junior appeals under consideration by the Hockey Canada National Appeals Committee

- Develop recommendations for a Branch approach to Diversity, Inclusion and Equity, in alignment with Hockey Canada’s efforts and informed by leading D&I champions in the community as well as efforts by other Hockey Canada branches.

Mandate

- Review and maintain an inventory of the governing instruments for the various Leagues, Districts and Associations within the Branch
- Develop amendments to the HEO ByLaws for consideration at the Annual General Meeting

- Develop an evaluation strategy for the Board and its Directors

- Oversee the Branch high performance program (in alignment with Hockey Canada’s Program of Excellence)
- Implement recommendations from the High Performance (AAA) Task Team as appropriate.
- Provide advice to the Board on key high performance issues and improvement of high performance policies and program.
- Seek ways in which the high performance groups can better collaborate on issues of common interest.

- Lead a process in which views are obtained on how AAA hockey in the Branch can be improved and strengthened.
- Seek views on how` the two AAA programs can work better together, find common areas of interest and continue to improve the programs common areas of interest and continue to improve the programs.
- Confirm and strengthen U15AAA Associations representation within District governance.
- Seek views on the advisability of establishing a Branch elite AAA tournaments
- Review the potential to expand the number of teams within the U15, U14 and U13 AAA divisions.
- Review the potential to add AAA divisions for U12 and potentially U11
- Review opportunities for broader AAA financial reporting and tracking.
- Review the opportunity to position D14 as the future home of high-performance hockey in the Branch.
- Develop a report of the Task Team’s finding and recommendations, for presentation to the Board by end February 2021

- Identify enhancements and supports to programs for foundational or House League hockey
- Support the Branch introduction of Hockey Canada program pathways
- Develop Branch entry-level recruitment, orientation and retention strategies for players and volunteers
- Implement recommendations from the Diversity and Inclusion Task Team as appropriate and develop annual on-going Branch Diversity and Inclusion programs

- Oversees the Branch officiating program to ensure adherence to standards and to promote excellence in officiating throughout all levels.
- Oversee the disciplinary program for Branch officials, including developing policies and processes.
- Develop and deliver educational and training programs for officials.
- Provide advice to the Branch on improvements to the HEO Code of Discipline.

- Updating the Branch RTH framework as required
- Responding to implementation questions from minor, junior, para and special hockey groups
- Reviewing and approving RTH plans from minor, junior, para and special hockey groups that align with the Branch framework
- Consulting with the four Health Units associated with HEO
- Referring plans that do not align with the Branch framework, and that therefore require the Branch/PSO to apply to the Chief Medical Officer of Health for an exemption under Ontario Regulation 364/20 Rules for Areas in Stage 3, Schedule 2 Section 8 (1.1)
- Identifying operational policy matters that require consideration by the Board
- Providing oversight to the management of individual cases of COVID associated with HEO cohorts
